Karima Holmes is a distinguished Senior Leader and Advisor at the intersection of technology, government affairs, and public safety. She has served as executive director at emergency communications centers (ECC) across the U.S. as well as VP for a premier GovTech company in the realm of cloud and AI services. In these roles she overhauled technical infrastructure and critical public safety programs, spearheaded the strategic vision for critical communication solutions and ensured seamless connectivity for vital public safety initiatives across the country. Karima is currently a Branch Chief in the Emergency Communications Division of The U.S. Department of Homeland Security's (DHS) Cyber and Infrastructure Security Agency (CISA).
Holmes also leveraged her industry experience to establish partnerships with local, federal, and international public safety and homeland security response agencies. Renowned for her adept ability to nurture relationships and streamline processes, she served as the linchpin connecting various facets within the organizations she led, to safeguard the workings of public safety via emergency communications.
Karima has repeatedly been recognized for her holistic approach to understanding the intricacies of the public safety landscape, providing invaluable insights to every division within the organizations she’s led. This is evident in her multiple leadership awards and board appointments in the private, public and non-profit arena. Her proactive engagement and leadership have been instrumental in driving success, solidifying her reputation as a trailblazer in the government technology sector.
Ms. Holmes has a B.A. in Criminal Justice and a Master of Public Administration with a concentration in Homeland Security. She is also a graduate of the Naval Postgraduate School’s Center for Homeland Defense and Security’s (CHDS) Executive Leaders Program (2021).
