Justin Koval serves as the Technical Manager of Communications Technology for the Collier County Sheriff’s Office in Naples, Florida, with 23 years of experience in Emergency Communications. His career began as a Public Safety Telecommunicator in 2001. Justin oversees a dynamic team responsible for managing Computer Aided Dispatch (CAD), GIS, 911 Telephony, and Land Mobile Radio (LMR) systems among others. He actively collaborates with industry partners to research and implement new technologies, aiming to benefit not only his local community but also all Public Safety Stakeholders, PSAPS, and Communities.
Outside his role at the Sheriff’s Office, Justin is deeply involved in various organizations. He serves as the Vice-President for the Florida Chapter of NENA, Co-Chair for the Florida Regional Domestic Security Task Force (RDSFT) Region 6, and Sub-Region 6 chair for the FCC Regional Planning Council, Region 9. Justin is a state-recognized Communications Unit Leader (COML) and Communications Technician (COMT), driven by a passion for advancing disaster communications and response. He is dedicated to aiding communities in restoring mission-critical communications for Public Safety and the communities they serve following an event both planned and unplanned.
