Ryan Ford joined CISA’s Emergency Communications Division (ECD) in December 2022 as the Requirements Manager for the CR911 Program within ECD’s Priority Communication Services Subdivision. He is responsible for identifying the gaps in performance as Public Safety Answering Points transition to Next Generation 911 and defining the performance requirements and metrics for the CR911 program. Ryan comes to CISA-ECD from the City of Philadelphia’s Office of Emergency Management, where he served as the Homeland Security Program Manager and coordinated contingency planning efforts and interagency operations for Philadelphia. Ryan also has over three years of experience as a Public Safety Telecommunicator for Pinellas County, Florida, and worked as an Emergency Communications Coordinator for the American Red Cross in Philadelphia. Prior to choosing a profession in emergency communications and emergency management, Ryan served in the Army as a tank crewman. Ryan holds a Bachelor of Arts Degree in Political Science from West Chester University, a Master of Public Administration Degree from the University of South Florida, and a Master of Arts Degree in Security Studies from the Naval Postgraduate School.
